Summary

For this position offer negotiating skills and abilities to successfully work with the teams of people with different professional and cultural background. I have developed these skills over the past 20 years of international collaboration in Europe, particularly by contributions into EURAMET Technical Committees and namely during the period, when I was chairing the Technical Committee for Photometry and Radiometry (from 2011 to 2015). Furthermore, numerous contributions into European international research programs (iMERA/EMRP/EMPIR/EPM) enriched expertise in this way. Beyond that, offer more than 15 years of experience of the intense cross-continental collaboration in research, which I have successfully applied while acting as Chair of the Working Group for CMCs of Consultative Committee for Photometry and Radiometry of BIPM (CCPR BIPM, from 2017 to present), which, as mentioned above, well proved negotiating skills and abilities to successfully work with the teams of people with different professional and cultural background.

EMRP/EMPIR/EPM contributions

Since 2010 I have successfully participated with my team in more than 20 already completed or still active joint research projects of both EMRP/EMPIR/EPM programmes, mostly as a Work package leader of both technical and impact work packages. Amongst them, the most significant once in the field of Quantum photonics are the following project:, Quantum -Candela: Towards quantum-based photon standards, T1, J2.3, EMRP, 2008-2011, MIQC: Metrology for Industrial Quantum Communications, EMRP IND06, 2011-2014, NEWRAD: New primary standards and traceability for radiometry, EMRP SIB57, 2013-2016, SIQUTE: Single photon sources for quantum technologies, EMRP EXL02, 20013-2016, MIQC 2: Optical metrology for quantum-enhanced secure telecommunication, EMPIR, 14IND05, 2015-2018, SIQUST: Single photon sources as a new quantum standard, EMPIR, 17FUN06, 2018-2021

Affiliations

  • Beside the international institutions and committees mentioned above I am member of following commissions and committees:
  • 2009-present: President of Czech National Committee od International commission on Illumination (CIE)
  • 2007-present: Delegate of Czech Republic in Division 2 CIE, ‘Physical measurement’
  • 2016-2024: Chair of CIE TC2-81, ‘Absolute radiometry’

Participation to International Organizations

  • 2024- present: Member of Steering Committee of the EURAMET Board of Directors Working Group for Capacity Building
  • 2023 – present: EURAMET delegate of CMI
  • 2019 – present: Vice-chair of Section of Quantum Photonics of European Metrology Network for Quantum Technologies (EMN Q)
  • 2017 – present: Chair of the Working Group for CMC of Consultative Committee for Photometry and Radiometry (WG CMC CCPR) of Bureau International des Poids et Mesures (BIPM)
  • In 2017, I was elected by the CCPR to lead the WG CMC effort to re-establish international-RMO mutual agreement on methods and processes of CMC review, which in the previous decade had become disorganised. By 2021, newly formed dedicated teams, involving leading experts from all participating RMOs, achieved all set targets to enable global harmonisation and mutual understanding across all participating RMOs in CCPR.
  • 2014- present: Representing CMI in Consultative Committee for Photometry and Radiometry (CCPR) of Bureau International des Poids et Mesures (CCPR)
  • As a newly established team in 2003 CMI had not been a member of CCPR until 2014. CMI applied in 2012 and successfully for membership of CCPR BIPM in 2014. Since then, I have been representing CMI in CCPR
  • 2011-2015: Chair of EURAMET Technical Committee for Photometry and Radiometry (EURAMET TC-PR)
  • During my chairmanship term TC-PR established and implemented robust processes supporting creation and operation of PR related consortia in all calls of both EMRP/EMPIR programs. These installed policies accelerated formation of stable landscape of European research in the field of metrology in PR based on smart specialisation.
  • 2003- present: Representing CMI in Technical Committee for Photometry and Radiometry of the European Association of National Metrology Institutes (TC-PR EURAMET)
  • 2001- 2007: Representing CMI in Technical Committee for Thermometry of the European Association of National Metrology Institutes (TC-PR EURAMET)
